Background

Laveen 140 is a subsidiary of Glasir Capital Partners, an experienced Phoenix-based developer of distressed real estate assets. Glasir has a long and successful history of acquiring underperforming properties and creating new opportunities by redeveloping and repositioning with new value-added components. The prior owner closed the course in 2019 and abandoned it. Operational mismanagement by the prior owner allowed the golf course to fall into irreparable disrepair with significant deferred maintenance.

The Team

Forrest Richardson, ASGCA, Golf Course Architect

Forrest Richardson studied golf course architecture as part of an independent study program that was headquartered at the University of Dundee in Scotland. His independent study work included time at St. Andrews and throughout the Fife Region. He attended Phoenix College in Phoenix, Arizona. Like most golf course architects, he learned under the direction of an established golf architect. Forrest’s mentor was Arthur Jack Snyder, also a member of the ASGCA and a past president of that professional organization. Forrest began his leadership for ASGCA in 2017, serving as President during 2020-2021.

Forrest is the youngest in a lineage of architects beginning with Henry and W.C. Fownes, designers of the famous Oakmont Country Club in Pittsburgh. Snyder, and his father before him, each were greenkeepers at Oakmont, learning the design business at one of America’s most classic courses and then passing their knowledge on to Forrest.

Forrest is a regular presenter at major golf conferences and symposiums and is a contributor to several golf publications. He is one of the few golf course architects to be appointed to a panel to rate golf courses on America’s Top 100 lists.

Forrest is the author of five books on golf architecture; Routing the Golf Course, a book about the routing and planning of golf courses, Bunkers, Pits & Other Hazards, a title covering the nuances of hazards — golf’s most essential elements (co-written with Mark Fine), On Course, a dictionary of golf course terms; Course Brains, a golf course IQ Test; and Of Course, an anthology of work and writings beginning with his early interest in golf architecture.

Richardson is a member and Past President of the American Society of Golf Course Architects and serves as an Advisory Member of the USGA Museum Committee.

Alan Beaudoin, Norris Design | Phoenix, Arizona 

 

Alan has been a city and land planner for over 30 years, working across public and private sectors. His early career was launched at the City of Phoenix where he was the primary author of several policy and regulatory planning documents and eventually managed the City’s Design and Development review process. He continued to grow his career in the Phoenix metropolitan area and across Arizona, joining Norris Design in 2017 where he has gained experience in project management, site analysis, neighborhood and urban design, campus planning, park and open space planning, land plan development, and management of the public review process. He has written several award-winning ordinances and overseen the successful zoning entitlements for dozens of master-planned communities, and commercial and residential developments.

Adam Baugh, Partner at Withey Morris Baugh

Adam Baugh is a land use and zoning attorney and partner at Withey Morris Baugh, PLC. He is an experienced problem-solver with a talent for removing obstacles impeding development. Adam helps landowners and builders succeed in environments that might seem impossible for development. He regularly works with neighborhood organizations, planning commissions, city councils and appellate hearings to obtain land use entitlements that create stronger communities and help businesses succeed.

Alex Hayes, Attorney at Withey Morris Baugh

Alex Hayes is a land use and zoning attorney at Withey Morris, PLC, joining the firm in 2021. Alex is a highly effective communicator and problem solver with broad experience developing and influencing public policy and land use regulation. With over a decade of legal, political, and government relations experience, he has a nuanced understanding of how to navigate complex regulatory environments and achieve desired results.

Glasir Capital Partners

Glasir Capital Partners is a boutique real estate investment company based out of Phoenix Arizona. We specialize in the acquisition and disposition of real estate assets offering deep value-added opportunities (distressed debt, REO assets, and assets in foreclosure). During the downturn, the company acquired and resold over 1,000+ single-family homes and then transitioned into purchasing, repositioning, and selling office and multifamily assets around the country. We have recently expanded our scope to include the development, ownership, and management of a hybrid single-family detached rental product known as "horizontal apartments". The company historically and currently continues to assemble strategic parcels of land which are then entitled and resold to various developers. 

REMA Amendment

The property is subject to a Reciprocal Easement and Maintenance Agreement (REMA) between the golf course owner and the Cottonfields Community Association. The proposed REMA Amendment would:

- Maintain the Golf Course on 90 acres.

- Require the golf course to be open and playable before new homes are occupied.

- Ensure that golf amenities shall include golf simulators, outdoor seating, and food service.

- Prohibit apartments or condo developments in the residential areas.

- Establish a new resident oversight committee to ensure open and transparent communication.
